UNSC approved presidential statement on SSR
UN, 20.02.2007
Today, the Security Council held an open debate on security sector reform (SSR) initiated by the Slovak Presidency. The meeting chaired by Minister of Foreign Affairs, Mr. Jan Kubiš was attended also by the Secretary-General Mr. Ban Ki-moom, the President of the General Assembly Mrs. Sheikha Haya Rashed Al Khalifa and the President of ECOWAS Mr. Dalius Cekuolis. More than 30 countries participated in the debate, including all Security Council members. The debate underlined the importance of SSR for the stabilisation and consolidation of peace, in particular in post-conflict countries. In this regard, the Secretary-General noted that although the SSR was a relatively new term, it stood for issues that have long preoccupied the UN: „The search for sustainable development and the recognition that security is also a precondition for setting countries on the path to development“. The participants acknowledged that SSR goes beyond security and stability and has a direct impact on human rights protection, development and reconstruction of the given countries. Local ownership plays an indispensable role in ensuring success and sustainability of the process. The debate also highlighted shortcomings in the coordination of international approach to SSR. A special role in this regard belongs to the Security Council and the whole UN system. At the end of the meeting, the Security Council approved a presidential statement that acknowledged the need for a report by the Secretary-General that would define the strategy of the UN approach to SSR. 20.02.2007 odkaz na stránku
