Fact Sheet
Norway and the Slovak republic signed on 11 January 2005 a Memorandum of Understanding of the implementation of the Norwegian Financial Mechanism in Bratislava. Similar multilateral EEA Financial Mechanism was signed in Brussels in February 2005.

The purpose of both financial mechanisms is to contribute to the reduction of economic and social disparities in the European Economic Area (EEA) and support efforts of the new EU member states in participating fully in the enlarged european market. Last but not at least the financial assistance aims at strenghtening relations between Norway and the Slovak Republic in the selected priorities of the FMs.

After 1 May 2004, the European Economic Area (EEA) has enlarged by 10 states. The EEA consists of all EU members states plus 3 EFTA states: Iceland, Liechtenstein and Norway. Both financial mechanisms will provide a total of 1.167 billion EUR during the period from 1 May 2004 to 30 April 2009 to 13 beneficiary states through the EEA FM and to 10 states through NFM. Norway’s share within the EEA FM is about 95% of the total of EFTA contribution (113.4 million EUR per year). Slovakia will receive a total contribution of 67 million EUR from Norway (38 millions EUR for the period of 5 years from the Norwegian FM). With this sum Slovakia gets the 4th highest amount from this financial assistance.

Norway will make funds available in support of projects within the priority areas stated in the Memorandum of Understadning, such as: environment, cultural heritage, promotion of sustainable development, human resource development, health and childcare, and research activities within the priority areas. Grants through the Norwegian FM will be also available for projects focused on implementation of Schengen acquis, strenghtening the judiciary, regional and local development and cross-border activites, and technical assistance.

Tasks division:

The Norwegian Ministry of Foreign Affairs (MFA) will take decision on the grants provided by the Norwegian FM and manages the Norwegian FM. The Office for the EEA and Norwegian Financial Mechanisms (FMO) located in Brussels will be responsible for the day-to-day operations and administration and serve as a contact point. The National Focal Point (NFP) on the Slovak side is the Office of the Government of SR. The NFP has the overall reponsibility for the management, coordination and use of funds of the EEA and Norwegian FMs, as a well as for the financial control and audit. NFP serves as a local contact point. The Slovak administrative structure is made up of the Dep. of Regional Development and EU Structural Actions in the Office of Government of SR; the National Monitoring Committee (NMC) which will monitor the implementation of approved projects and provides recommendations to the NFP on projects selection. The Ministry of Finance of SR is responsible for financial flows and financial management of both FMs and is the Paying Authority for the FMs.

Shortly after singing Memorandum of Understanding an open call for proposals will be published by the NFP. Projects may be submitted from a wide range of applicants: municipalities (local and regional authorities), ministries, NGOs, private enterprises, and academic institutions. Project applications will be submitted to the NFP for an initial review and sent to the NMC for review and selection. The NFP will forward the applications with positive recommendations to the FMO. An estimated time framework for reviewing the applications is 3 months. After the application is approved, the NFP will sign an agreement with Norwegian MFA and then signs a separate agreement with the applicant.

Both parties agree on ensuring transparency in the implementation of the Financial Mechanisms, good governance, sustainable development and gender equality.
