The Slovak Republic's position on the draft regulation on NGT is negative

Slovakia's position on the draft regulation on new genomic techniques (NGT) remains negative. The Slovak Republic has fundamental reservations about the categorization of NGT category 1, which does not respect the precautionary principle enshrined in the Treaty on the Functioning of the EU. The Ministry of Agriculture and Rural Development (MPRV) of the Slovak Republic stated this in its position on the statement of 200 organizations from Europe that opposed the planned deregulation of new genetically modified crops (GMOs). This was stated by the spokesperson of the MPRV of the Slovak Republic, Veronika Daničová, for TASR. "The Slovak Republic has fundamental reservations about the categorization of NGT category 1, which does not respect the precautionary principle enshrined in the Treaty on the Functioning of the EU (TFEU). Targeted genome engineering techniques are new, not to mention their products, and therefore, according to the Slovak Republic, a scientific assessment of the impact of a specific NGT category 1 plant on human, animal health and the environment, including biodiversity, is necessary," the MPRV said. It added that the Slovak Republic has reservations about the proposed amendment, according to which, in the case of NGT plants of category 1, only propagating material would be labeled, in order to ensure the right of choice of growers and breeders. "The Slovak Republic has reservations about this amendment, since the proposal does not require labeling throughout the entire production chain (i.e. from farm to table). Like growers and breeders, other consumers should also have the right to choose when it comes to NGT products, and therefore the Slovak Republic is of the opinion that labeling of NGT-1 plant products, including food and feed, should be ensured," the ministry explained. The ministry explained that according to the draft EU regulation, NGT plants and products made from them are to be divided into two categories - NGT category 1 according to the criteria proposed by the Joint Research Centre of the European Commission and the European Safety Authority, which would be considered conventional production, and NGT category 2, which would further fall under the legislative framework for GMOs. The draft regulation is expected to be discussed next on Friday (14 February) within the Polish Presidency. "The compromise proposal of the Polish Presidency in the Council of the European Union mainly concerns the area of ​​ensuring a balance between patent protection and breeders' access to NGT propagating material and does not address the fundamental concerns of the Member States (including SK) forming a fragile blocking minority. For this reason, Slovakia's position on the draft regulation on NGT remains negative," the MPRV said. More than 200 organisations from Europe have opposed the planned deregulation of new GMOs. Among them are breeders, farmers, civil society, food producers and retailers.
