Among the V4 countries, Slovakia has the largest bureaucracy |

Slovakia is at the top of the Bureaucracy Index 2024 ranking, which compares the Visegrad Four (V4) countries, Georgia and Ukraine. This was announced on Monday by the Institute for Economic and Social Analyses (INESS), which prepared the ranking in cooperation with the Czech Institute of Liberal Studies, the Georgian New Economic School Georgia, the Hungarian Free Market Foundation, the Polish Civic Development Forum and the Ukrainian Institute for Economic Research and Policy Consulting.
Slovakia ranked first in the overall bureaucracy assessment, followed by Hungary and Georgia. On the contrary, Poland and Ukraine are the most accommodating to entrepreneurs. The aim of the Bureaucracy Index is to provide a detailed list and quantification of the bureaucratic burden faced by small and medium-sized enterprises. In addition to the European version, a Latin American counterpart, the Bureaucracy Index, is independently prepared annually.
The overall results are calculated as the average cumulative time needed to establish and operate a small hotel and industrial enterprise in individual countries.
Establishing a model industrial operation was the easiest in terms of time in 2024 in Poland, with a value of only 19 hours of bureaucracy. On the contrary, it was the most demanding in Ukraine. There, all the steps required 64 hours. However, bureaucracy there is also complicated by the state of war.
Slovakia found itself in the second worst place in terms of bureaucratic complexity of starting a business, with a value of 46 hours of bureaucracy. Entrepreneurs also needed more than 40 hours in Georgia. In the Czech Republic, it was 39 hours and in Hungary, 37 hours.
The category "business operation" measures the annual number of hours of administrative work of already established small businesses. At the undesirable top of the bureaucratic costs ranking was Slovakia with 272 hours for the operation of small industrial production (34 working days). Slovakia was followed by Hungary. On the contrary, the lowest bureaucratic burden among the six participating countries was in Ukraine and Poland (192 and 148 hours).
Operating a hotel was generally not more bureaucratically demanding compared to an industrial enterprise. In this ranking, Slovakia also has the highest bureaucratic costs (264 hours), just one hour ahead of Hungary. In four countries, including Slovakia, the majority of bureaucratic costs for operating a business were activities related to employment administration. In the Czech Republic and Poland, however, the main cause of bureaucracy was routine operations including tax administration, waste administration and various certification services.
A significant subcategory within the index is the cost of legal changes. The ranking analyzed changes in the main regulations related to doing business. Ukraine recorded the highest number of legal changes, followed by Slovakia by a long way. The most stable legislation was in Georgia and the Czech Republic.
