| The costs of critical infrastructure exceed the possibilities. |

| The Slovak Republic does not support in any way food enterprises of critical infrastructure and economic mobilization, which include bakeries and mills. The Slovak Association of Bakers, Confectioners and Pasta Makers (SZPCC) proposes that the state use those funds from the increase in the armament budget that are intended for dual use. This was stated by Milan Lapšanský, Chairman of the Board of Directors of the SZPCC.
“Unlike other EU countries, Slovakia practically completely ignores the strategic position of the food sector. Enterprises producing basic foodstuffs, such as mills and bakeries, are struggling not only with an increasing tax and contribution burden, but also with the costs of fulfilling obligations arising from special tasks assigned to the state. If the agricultural sector does not have the funds to compensate for them, they must be found in increased spending on armaments. Without food, not only the population, but also the army, will not be able to function,” said Lapšanský.
According to Act 367 of 2024, critical infrastructure companies must ensure their resilience by implementing security protocols, protective measures or disaster recovery plans. They must be able to coordinate operational measures with the agricultural sector, regularly report status and exchange information. Ensuring cybersecurity is an extremely demanding obligation not only by developing security documentation, but also by implementing technical and organizational measures, encryption and employing cyber experts, who must not be employees of IT companies.
Instead of support, he says, food companies are incurring new costs. For example, the vast majority of companies have become so-called basic service providers within cybersecurity, where the costs of maintaining this service can climb to hundreds of thousands of euros per year.
"Such expenses exceed the financial capabilities of food companies, which, in addition, are almost not financed by the agricultural sector, unlike agricultural entities. We do not have to reinvent the wheel. States such as Finland or Germany have state support schemes that they could apply within the framework of the domestic defense plan for food security and in the context of increasing defense spending. The state should address this issue in the interests of the food security of its own citizens, because it will take several years to build a resilient food sector," added Lapšanský.
SZPCC has more than 520 members, from self-employed individuals to large bakeries in all regions of Slovakia. The members of the union employ more than 12,200 workers.
