The consolidation will include 22 measures amounting to 2.7 billion euros.

The package of consolidation measures for the year 2026 will include 22 measures totaling 2.7 billion euros. Almost half, 1.3 billion euros, is to be achieved through savings on state expenditures. This was announced on Tuesday by the Minister of Finance, Ladislav Kamenický (Smer-SD).The state should save 1.14 billion euros, for example, by reducing expenditures on goods and services, closing and merging some offices, as well as significantly lowering wage expenditures. With few exceptions, wages should not be indexed next year, and the total wage envelope for ministries and other offices is to be reduced. Local governments should also save, as their share of personal income tax will be reduced by a total of 130 million euros. The state will also save if it is possible to finance assistance with energy prices from EU funds.The increase in the health insurance contribution for employees by 1% is expected to bring the most additional revenue to the state, amounting to 358 million euros. The progressiveness of personal income taxation is to be increased. In addition to the current rates of 19% and 25%, a 30% rate will be added with the increase in their income.30% to 35%. Constitutional officials will have these rates increased by an additional 10%. Overall, the state aims to gain over 200 million euros from this measure, according to the minister.The new tax license bracket for companies with a turnover of over 5 million euros is expected to bring in 10 million euros, and the increase in special levies for the area of collective investment is projected to generate 5 million euros.Higher taxation of negative externalities is also expected to yield more money for the state. The value-added tax (VAT) on selected foods with increased sugar and salt content will rise from 19% to 23%, which is expected to generate over 90 million euros for the budget. Kamenický intends to collect 54 million euros from increased taxation on gambling and an additional 24 million euros from the introduction of charges on primary materials such as gravel, sand, or stone.There will also be changes in public holidays. The public holiday on November 17 will be permanently abolished, and January 6 and May 8 will be temporarily suspended. Additionally, the ban on sales during holidays will be lifted. According to the finance minister, the state is expected to gain a total of 230 million euros from these measures.The employer during the sick leave of his employee from 10 to 14 days is expected to save the state 25 million euros, while the gradual reduction of unemployment benefits from the 4th to the 6th month of its receipt by 10% will save another 24 million euros. An additional 34 million euros is expected to be saved in the budget by freezing the amount of the 13th pension at the level of the year 2025 until 2028. Increasing the minimum social contributions for self-employed individuals by 20% is expected to bring in 102 million euros. Kamenický announced that they are also considering other measures for the future, which, however, require longer preparation. These could include a higher share of banks in consolidation, which would for example provide incentives for mortgage loans instead of the state. Likewise, there is the possibility of higher taxation of large retail chains or the introduction of a new tax on digital services. 'For me, this has been the most difficult consolidation package of all that I have delivered. Of course, the measures are running out, it is becoming increasingly difficult. Today we are cutting half of the state, and I thank the ministers of the government for taking this on, for communicating with me, and for being engaged.'"Go for it," Kamenický assessed, stating that he would like to have an agreement on savings for all ministries by the end of this week. He reminded that the government has saved in the past as well, but this time it is a "huge amount," with a large majority of expenditures being mandatory. "If some ministers want to save in their departments and have an amount that they cannot save from, for example, laying off people, they must also make changes to the laws," the minister announced, adding that such partial legislative proposals may still come. The consolidation package itself should be submitted to parliament, according to him, as one legislative proposal in an abbreviated legislative process at the current session.odkaz na stránku
