| M. Viskupič proposes to remove several craft trades, they would be free |

| Simplifying trades is the goal of the amendment to the Trades Act (Trades Act), which was submitted to the National Council of the Slovak Republic by opposition MP Marián Viskupič (SaS). He proposes to remove several craft trades, which would make them free, i.e. unregulated. He also wants to halve the required length of practice for issuing a trade license for selected trades and completely remove it for some. The proposed changes should be effective from 1 December 2026.
According to Viskupič, 11 craft trades would be reclassified as free trades. These include stonemasonry, butchery, beer and malt production, dairy, bakery and confectionery products, carpentry, flooring, men's, women's and children's hairdressing, hospitality and production of ready-made meals for direct consumption outside establishments, manicure and pedicure. "These are all activities that even an untrained person can handle, or many people also perform these activities as a hobby," Viskupič stated in the explanatory report.
He proposes to halve the required length of practice for most craft trades. "The required length of practice is in many cases a discouraging factor for obtaining a trade license," he reasoned.
He wants to completely eliminate the practice requirement for university graduates in the trades of geodetic and cartographic activities, restoration with the exception of cultural monuments and collectibles that are works of fine art, and organizing voluntary auctions.
According to the deputy, the practice requirement should be completely eliminated, regardless of the education achieved, in the trades of operating a travel agency, accommodation services in accommodation facilities with the operation of hospitality activities in these facilities, and freight forwarding.
"In the hazardous waste management trade, the practice requirement is left at the current legal level due to its seriousness. In other trades, the required length of practice is being halved," Viskupič noted. According to him, many are discouraged by the need to complete the necessary practice with employers, which is the key to their own trade, while some employers often abuse this in the wage assessment of future tradespeople.
According to the Slovak Trade Licensing Act in its current version, there are 35 craft and 99 bonded trades. In the neighboring Czech Republic, there are 41 craft trades, but only 33 bonded and 21 licensed trades (these are not recognized by Slovak law).
"Although the 2021 amendment reduced the legal requirements for operating certain trades, there is still significant room for deregulation of trade entrepreneurship in Slovakia, including by shortening the mandatory practice period for obtaining a trade license," added Viskupič.odkaz na stránku |
